Responding to Evolving Shipping Industry Trends, Port of Kaohsiung Looks to Strategically Allocate Available Wharves

Taiwan International Ports Corporation (TIPC) branch Port of Kaohsiung has in recent years been systematically deepening the port’s older wharves to increase accessibility to newer, larger commercial ships and optimize their value to overall commercial port operations. Wharf-deepening projects at Container Terminals 3 and 5 are scheduled to be completed, respectively, in 2027 and 2029. Also, expanding operational and yard-space needs have led both HMM Company, Ltd. and Evergreen Marine Corporation to relocate operations, starting in 2024, from Container Terminal 4 to Container Terminals 5 and 7. In addition, with its interim mission completed, TIPC’s self-operated container yard at Container Terminal 4 formally ended commercial operations in September 2025. Based on the results of a rolling review conducted to assess improvement needs and reallocation potential, TIPC has formally designated Container Terminal 4 as a key target for new business leasing and wharf allocation efforts.

With regard to current and future planning for Container Terminal 4 Wharf Nos. 115-121, in line with TIPC’s Overall Plan for International Commercial Port Development (2027-2031), Wharf Nos. 115-117 will remain container wharves. However, to maximize the utilization of these wharves and backland in the present, TIPC has encouraged companies involved in offshore wind-power energy, logistics and warehousing, and equipment storage as well as those supporting CPC’s ongoing project to install a second subsea gas pipeline between Yong’an and Tongxiao to establish a presence onsite. Looking ahead, TIPC is actively approaching shipping companies interested in establishing or expanding their presence due to strategic geographic advantages.

In TIPC’s Overall Plan, Wharf Nos. 118-121 are designated as multipurpose wharves. Currently, the backlands of two wharves (Nos.118-119) are leased to CPC’s subcontractors. Wharf No. 120 and a portion of its yard area are currently being used for the temporary storage of container handling equipment slated for sale from TIPC’s self-operated container yard, with discussions already underway between TIPC and prospective companies interested in leasing this wharf going forward. In June of this year (2026), Wharf No. 121 and its adjacent yard space were awarded through competitive bid to a firm operating in the logistics and warehousing sector with plans to leverage Port of Kaohsiung’s status as an LME and CME-approved metals handling port.

Port of Kaohsiung will continue upgrading and optimizing its wharf facilities and installing smart applications port-wide and will, in line with wharf designation and market demand, issue relevant bid requests. These and other efforts will proceed with the goals of establishing and sustaining a diversity of business operations at the port, optimizing the effectiveness and efficiencies of existing wharf operations, and further bolstering Port of Kaohsiung’s international competitiveness and role as a key hub for global shipping.
