Status of Navigation and Communications Facilities

The navigation system includes navigation markings and navigation control systems. Functions of this system relate directly to the safety of inbound and outbound vessels.

Status of the Navigation and Communications Facilities

Generally, navigation markings may be divided into three categories: land navigation markings, breakwater port pilot lighthouses, and course mooring / obstacle indicating buoys. The installation location and markings of the first and second categories must be made public and printed on the sea chart for the reference of all vessels. The third category includes markings installed to mark areas of danger, obstacles, and protected zones (i.e., fixed and long-term installations) as well as markings installed to help vessels arrive safely in port (e.g., markers, floating lights specific for navigation or warnings in port, buoys, lighting signals, lights, mooring markings and other navigation aids. The latter installations are managed by the Directorate General of Customs (DGC), ROC and the Port of Kaohsiung, TIPC, Ltd. , and numbers may increase or decrease in number as necessary. The locations and descriptions of these are made available to vessels and of which important ones must be printed on sea charts for vessel reference. 

Navigation Facilities

The water space under Port of Kaohsiung supervision is broad. For inbound and outbound vessels, major navigation facilities consist of lighthouses and light poles (i.e., one lighthouse, 4 light poles, 4 floating lights, and 15 guide lamps). Refer to Figure 4-1-6 for locations and the following table for deployment.

International port-use only wireless telephones (VHF) are installed at the Vessel Traffic Center (VTC). The call sign is "Kaohsiung Port Control ".

Limited to the water space within a 30 nautical mile radius centered on the Kaohsiung VTC, using CH11. Priority of communications is:

Note :
Common words only are to be used in communications. Unless permitted by officials in charge, code words shall not be used.

 

 

Port Service Equipment at the Port of Kaohsiung
When approaching Port of Kaohsiung waters, all vessels shall contact Kaohsiung Port Control as early as possible using ultra-short wave radio. Check-in shall not be accepted until response is received. How to check in:
Nationality Vessel name
Call sign ETA
The vessel shall report its mooring time and location 3 minutes after its mooring. Mooring time will be used as the basis for ship allocation.
Port visual communication
If the vessel is not equipped with any ultra-short wave radio or its radio fails and cannot report to Kaohsiung Port Control in advance, it shall contact VTC using visual signals immediately upon arrival outside of the port within visual range of the station. Check-in will not be accepted until it is answered. How to check in:
Nationality
Vessel name
Call sign
Actual time of arrival outside of port or mooring time
In the event a vessel’s power has failed and cannot check in using light signals, it shall use other alternative means. Check-in items remain the same as above. Alternatively, it may check in by raising its call sign flag marked with its name while in view of the control lookout.
